| Role | Lead Policy and Legislation- Develops and implements the overall strategy for policy implementation, particularly related to Panchayati Raj Provides strategic leadership to influence necessary policy reforms on decentralization. Leads research initiatives to gather data and insights on policy and legislative issues and produces white papers and research on decentralization best practices, PESA, and Devolution Index, among others, for reputed national/international journals. Offers expert recommendations to enhance policy effectiveness and legislative frameworks. Collaborates extensively with other internal teams to integrate policy and legislative insights into broader organisational strategies Manage Stakeholders- Develops and maintains strong collaborations with state governments and central ministries, including the Ministry of Panchayati Raj, Ministry of Rural Development Identifies and builds partnerships with potential donors interested in funding research on Policy and Legislation Develop People Hires, develops and motivates the CoE team Leads and manages the team, providing direction, support, and professional development opportunities. Fosters a culture of continuous learning and improvement within the team and builds their expertise in Policy and Legislation Nurtures safe space and processes for problem-solving, communication, and collaboration Develop Ecosystem Consults and collaborates with central and state government officials. Influences internal and external partners to support the implementation of solutions. Become a Thought Leader in the field of policy and legislation. |
| Eligibility criteria | Minimum 15+ years of experience in leading programs focused on policy and legislation. A master’s degree or higher in fields such as Public Policy, Law, Development Studies and related disciplines Extensive experience in examining, analyzing, and developing policies and legislation, preferably within the context of government or the public sector. Demonstrated ability to build and maintain strong relationships with government bodies, such as state governments and central ministries. Strong background in conducting research and analysis on policy and legislative issues. Experience in advocating for policy and legislative changes at various levels of government and with diverse stakeholders. |
